Project Management Unit
Project Management Unit (PMU) at the national level is located in the Institutional Directorate
The Directorate General of Education and Technology will form a Project Management Unit (PMU) responsible for implementing the project as a whole. This PMU will ensure the efficient execution of project activities, leading to timely completion and within the available budget ceiling. The Institutional Director of the Directorate General of Higher Education and Technology will serve as the PMU Project Director, who will be supported by the project manager. The project manager can serve concurrently as commitment-making officer, provided he has a procurement certificate.
Responsibilities and Scope of Work
The PMU will have one project executive director, one secretary, and three coordinators. PMU will be supported by consultants who focus on relevant specializations such as procurement, financial management, and audit, as well as expert consultants who are experienced in STP development. PMU Chair (Project Executive Director)
Responsible for overall project implementation to the Minister of Education, Culture, Research, and Technology through the Secretary General of the Ministry of Education and Culture (as Budget User Authority). Communicate with ADB on behalf of the project.
PMU Secretary (Executive Secretary)
Responsible for administrative aspects of the project Prepare documents for activities and budget planning. Examining documents for regular reports prepared by project management consultants (PMC), PIC and PIU.
Coordinator of each STP
Manage the implementation of overall work plans and programs at STP, Manage internal and external relations, Prepare annual work plans, budget and procurement plans
